Right to your own data
A person does not have to trust Candeia’s institutions blindly to discover how their data are used. The proposed Constitution creates a right to know the origin, purpose, categories, recipients, legal bases, retention and relevant transfers.

The lifecycle must be reconstructible
The responsible body must be able to explain where the data came from, why they were collected, to whom they were sent, how long they will be retained and what basis supports the processing. Outsourcing does not transfer that responsibility to the provider.
Processing compatible with the stated purpose.
Recordable and justifiable disclosures.
Retention limited to what is necessary.
An accessible channel to challenge inaccuracies.
A provider does not become a constitutional black box
A proprietary model, foreign cloud or subcontractor cannot be used as an answer of “we do not know”. The State remains required to reconstruct enough information for the exercise of rights and for audit.
How this right appears in practice
You may require understandable information about data held about you and correct inaccuracies.
A relevant international transfer must be identifiable to the materially relevant extent.
If high-impact automated processing affects you, there must be sufficient reference to the system and to the channel for challenge.
Implication for people who use Candeia
When a corresponding operation exists in Sistema Candeia, it will be carried out by the competent module. GOV.CANDEIA explains rules, limits and pathways; it does not make the decision or create legal status on its own.
What this safeguard does not mean
Access may be temporarily limited in an investigation or intelligence context when disclosure would create a concrete, legally recognised risk.
The right of access does not mean making the data public or exposing third parties.
Correction does not require erasing legal history that must be preserved for evidence or accountability.
