One interface for the system
GOV explains. Sistema Candeia connects. Candeia OS is where you operate.
These layers work together, but they are not the same thing. Keeping them separate prevents a public page from looking like a personal account and prevents an interface from being treated as a legal source in its own right.

The OS organises the user experience. Each area still has its own rules, source and stage; appearing in the interface does not make a function operational.
Account and identity
Sign in, authenticate, manage access and reach identity functions without confusing an account with a person or citizenship.
Work and business
Opportunities, working relationships, businesses, contracts and productive activity as the relevant modules are activated.
Market and payments
Market, consumption and payment methods within flows that only produce effects when the corresponding infrastructure is available.
Documents and records
Consult documents, authenticity, certificates and personal records within access limits and through the competent source.
Property
Access information and operations relating to digital property without turning a map, inventory or technical control into legal title.
Justice and participation
Follow proceedings and participation mechanisms when the relevant institutions, rules and services are actually active.
What exists today
Pre-alpha means showing the direction without pretending the system is complete.
Availability is function-specific. A navigable interface may exist even while integration, authority or end-to-end operation does not.
Candeia OS preview
Current access shows the direction of the interface and its flows. Features may be incomplete, simulated or disconnected during development.
Identity / CIC
A demonstrable flow exists in pre-alpha. Demonstration is not the same as operational civil issuance and does not turn an account into an identity.
Civil Registry
Interfaces can be examined, but an operational official registry does not exist merely because the screen exists.
Economy and services
Work, businesses, market, contracts, property and services are documented at different stages and do not yet form a complete end-to-end operation.
Justice and participation
Personal operation depends on rules, infrastructure and competent institutions actually being activated.
Candeia World 3D
The spatial layer will come after the initial alpha and does not replace Candeia OS as the operational interface.
From the portal to your environment
Personal functions are not public GOV pages.
When available, individual controls belong in the authenticated environment. GOV can explain the function; Candeia OS is the interface used to operate it.

Sign in to Candeia remains the canonical access flow. The Candeia OS page explains the interface; it does not duplicate authentication or invent a second session.
When a service tries to open
The destination can be prepared even before real integration exists.
Operational GOV calls to action use this transition point. If the module is not yet connected, the OS states the intended destination instead of pretending the action succeeded.
