Electoral registration
Candeia’s electoral register organises who is eligible to take part in the system’s internal elections. It must prevent multiple voting without turning the voter base into a political-profiling database; inclusion, correction, deduplication and challenges must be traceable, proportionate and reviewable.

In brief
Electoral registration is equality infrastructure: it must prevent multiple voting without turning fraud prevention into punitive exclusion or unnecessary data collection.
How the Constitution structures this subject
Enable participation, not profiling
Electoral data serves eligibility, uniqueness, communication, accessibility, audit and process security.
Resolve duplicates with due process
A temporary restriction based on objective identity fraud must last only as long as necessary and allow immediate review.
No political preferences in the register
The register must not be repurposed for campaigning, advertising, private investigation of the opposition or discrimination.
Verifiable basis
Before certification, the register and participation records must be reconciled with the election evidence.
How it works
Apply public legal criteria for participation.
Use proportionate evidence and preserve accessible alternatives.
Maintain a reasoned decision and a channel for challenge.
Fix the electorate applicable to the election and record legally permitted changes.
Limits and safeguards
- GOV does not receive individual electoral-registration applications.
- The electoral register is not a list of political preferences and may not be sold or used for microtargeting.
- No person or provider may silently replace the official set of eligible participants.
