Eligibility
Eligibility defines who may contest internal offices in Candeia. Requirements may not be shaped by political convenience: they must be constitutional or provided by a compatible organic law, objective, public, reasonable, proportionate and stable.

In brief
A person seeking to stand for office must know the rules in advance and be able to challenge a decision before delay makes the right meaningless.
How the Constitution structures this subject
Exhaustive criterion
An open-ended loyalty clause, generic political morality or institutional interest may not be used to bar a candidacy.
No wealth filters
Property, income, profession, diploma, origin, minimum residence, exclusive biometrics or receipt of a benefit may not be general filters.
Final and proportionate decision
Ineligibility based on criminal conduct requires a final judicial decision and a material connection to the integrity of the office or democracy.
No electoral opportunism
Fundamental rules may not be changed for an imminent election merely to favour an incumbent or exclude an opponent.
How it works
Define the legal conditions in advance.
Apply uniform, accessible and proportionate criteria.
Give reasons for approval or refusal in time to be effective.
Ensure judicial relief capable of producing a result before taking office where possible.
Limits and safeguards
- An investigation, accusation, pre-trial detention, administrative suspicion or debt does not automatically create ineligibility.
- Party membership may not be a general requirement for candidacy to an internal Candeia office.
- As a rule, incompatibility with an office must be resolved by stepping aside, leave, resignation or choice, not by an absolute bar on candidacy.
