Public contributions
Public contributions must remain linked to the process in which they were submitted, with a clear version, date, scope and destination. GOV explains and publishes what is public; individual submission belongs to Sistema Candeia.

In brief
A useful contribution must reach the correct process and remain auditable. Its democratic value lies in being able to follow how the argument was treated, not merely in counting messages.
How the Constitution structures this subject
Link it to the correct process
The contribution must identify the consultation, hearing, initiative or other proceeding to which it relates.
Preserve what was submitted
Changes to the base document and relevant reopenings must be identifiable.
Publish proportionately
Transparency does not require exposing personal data, contact details or protected information without a basis.
Arguments, not just counts
The authority must examine relevant content; the number of messages does not replace legal or technical analysis.
How it works
Identify the open proceeding and its version.
File through Candeia OS when the channel and competent module exist.
Organise themes, conflicts and evidence without erasing disagreements.
Incorporate the results into the response report or final decision.
Limits and safeguards
- GOV does not simulate a successful submission.
- A count of contributions is not a vote or referendum.
- Publication must respect data protection, legitimate secrecy and security.
