A lawful and substantive economic origin must be identifiable.
Eligible earnings and conversion
The proposed Constitution allows a future law to create an external-conversion channel for certain earnings obtained from lawful economic activity in Candeia. This is a right to request conversion within a specific legal regime — it does not turn every CE$ into a promise of dollars, euros, SDRs or another external asset.
When eligibility would make a difference
Amount, beneficiary and economic chain must be reconstructable under the law.
The law defines which earnings may request conversion.
A real counterparty, infrastructure and applicable law must exist.
Price, costs, limits, queue and risks must be transparent and subject to appeal or challenge where applicable.
Buying CE$ does not create a redemption right
Acquiring Escudos with external currency is, by itself, a purchase or exchange of currency. It is not a bank deposit, an investment in the State, participation in reserves or an automatic repurchase agreement. The reference CE$ 1.000 = 1 SDR is a proposed value anchor, not a general guarantee of conversion.
