External financial providers
An operation that depends on a bank, custodian, infrastructure, payment network or counterparty located outside Candeia exists only to the extent that the third party can and is willing to operate under the law that actually applies. The portal does not presume licence, reciprocity, acceptance or external continuity.

What happens if it exits?
Data, balances, instructions, keys, contracts and migration capability cannot depend on a single irrecoverable point of failure.
Who confirms settlement?
The integration must preserve sufficient records and evidence for reconciliation and challenge.
Institutional limit: a contract with an external supplier does not grant Candeia power outside its environment and internal rules, nor does it turn the supplier into a monetary, financial or public authority of Candeia.
If the provider fails
Identify unavailability or breach of obligation.
Prevent loss of information and retain the state confirmed by the competent internal source.
Activate an alternative route where legally and technically possible.
Compare source, destination, applicable rate and exceptions.
Apply the contract, law and applicable review mechanisms.
