Today it functions as an expression of the project’s identity — strong, concise and recognisable — but the Constitution contains no separate article declaring it a legally adopted national motto.

IN LUCE CONDIMUS
The expression is materially present in the proposed constitutional edition. Its use on GOV is documentary and identity-related; it is not treated as evidence of a state act of adoption that does not yet exist.

Light, building, openness and responsibility are editorial associations consistent with the project, without turning an interpretation into a legal rule.
Without a specific provision or act, GOV does not claim that a state motto with its own legal protocol has been promulgated and is currently in force.
“IN LUCE CONDIMUS” functions as a symbolic expression of Candeia’s identity. Rights, duties and legal competences continue to depend on the Constitution, law and acts issued by the competent authorities.
Present translations and usage context in a stable manner.
Use it alongside symbols without confusing a motto with a seal of authenticity.
Record the version and competent act if the motto later receives formal legal status.
