Insurance and risk transfer
Insurance is not yet an operational service in Candeia. If this activity comes to exist, it should operate through clear risk-transfer contracts and rules defining authorisation, solvency, reserves, claims handling, consumer information and competent supervision.
The insurance life cycle must be verifiable
Define the subject matter, covered event, exclusions and insurable interest.
Premium, limits, duration and material terms must be understandable.
The future regime will need to establish capital and provisioning requirements compatible with risk.
Notice and evidence should be assessed using predictable and contestable criteria.
The outcome must be reasoned and subject to the review avenues provided by law.
What still needs to be defined
Who may offer insurance
The law should define licensing, requirements and any prudential classification. Who may offer and supervise insurance will depend on the applicable rules and the institutional powers provided for.
How to protect the policyholder
Capital, provisions, covering assets, concentration, reinsurance and continuity require specific, auditable and proportionate rules.
How the offer is presented
Advertising, exclusions, deductibles and limits must not lead consumers to believe they have protection that the contract or law does not grant.
No licensed state or private insurer is announced here
Candeia OS contains institutional prototypes for financial supervision and consumer protection, but this source contains no official register of insurers, policies, premiums, claims, reserves or payments. The portal explains the architecture that would need to exist before any real operation.
