Continuity and unavailability
Constitutional continuity must survive loss of credentials, unavailability, disappearance, incapacity or definitive cessation. The proposed Constitution therefore combines technical recovery, judicially controlled interim arrangements and automatic institutional succession.

Losing access is not losing the office
A compromised credential may be suspended or quarantined even where it belongs to the Architect. That is a security measure concerning the means of access; it is not removal, does not transfer authority and does not alter proprietary rights.
Three layers of continuity
A separate channel, independent verification and clean credentials.
Suspends only the part that could create material continuity harm; it is not a political veto.
During genuine unavailability, the Council assumes only what is necessary, with quorum and review.
Once the personal office ceases, the public competence passes automatically to the Council.
Continuity does not depend on future voluntary cooperation
Documentation, repositories, backups, custody arrangements, recovery environments, contracts, personnel and rights of use must exist in sufficient form for the Republic to continue operating even without the password, device or personal cooperation of the former office-holder.
