Losing a password, key, device or credential is an access problem — not a way of ceasing to exist before the law.

Recovery must be secure, accessible and proportionate. The responsible institution cannot require a person to prove again, through a single impossible means, a fact that can still be confirmed by a record or reliable alternative evidence.

Practical consequence
If there is a broad compromise, Sistema Candeia must offer a secure alternative channel for identity, Justice, political rights, property and essential services while credentials are reissued.
Limits
Safeguards and conditions
Recovery does not create a new Root Identity.
Credential failure does not cancel a civil fact.
Security does not authorise requiring impossible proof that the State itself can reconstruct.
