ScopePublic information
In summary
The essentials
The Constitution separates legal state from infrastructure. Identifier rotation, credential migration and technical reconstruction must preserve the same person, civil facts and the historical chain needed for proof.
How it works
Continuity in three layers
Legal stateThe person and civil facts remain.
→
Technical trustIdentifiers and credentials may be rotated or replaced.
→
Institutional recoveryThere are copies, documentation, alternative routes and tests independent of any single credential or provider.
For the person
Practical consequence
If an entire identity domain is compromised, Sistema Candeia must be able to reconstruct access without turning technical unavailability into loss of rights. Essential services need alternative routes.
Limits
Safeguards and conditions
Migration does not create a new person.
Provider failure cannot erase the Civil Registry.
Recovery must not depend on the same identity domain that is being recovered.
