An account, digital wallet, portal or technology operator does not replace the Civil Registry. Each act preserves authority, legal basis, time, version, integrity and a chain of changes; corrections do not silently erase history.

A certificate or visual copy represents the record; the official record remains in the competent registry module. If there is an error, the correct path is a reasoned correction or restoration with a right of challenge — never a silent edit to the screen.
Limits
Protections and conditions
GOV does not create or alter civil facts.
An interface does not become a civil registry office merely because it displays data.
A technical operator cannot rewrite the registry chain outside the legal process.

The constitutional proposal already defines a minimum chain so that an electronic civil fact remains verifiable without depending on paper.
