How an application for first civil registration will work
This page does not submit a registration application today. It explains how the procedure should work once the Civil Registry has a valid legal basis and a genuinely connected official service.

Minimum workflow before a real “Submit” button can exist
1State the purposeFirst registration, reconstruction, correction or another legally defined case.
2Present what is availableAvailable documents and other reliable means, without requiring impossible evidence.
3Handle uncertaintiesThe system must separate confirmed facts, disputed facts and fields that remain unknown.
4Competent reviewThe act is performed by an authorised registration authority, not by the portal.
5Decision and reviewA reasoned outcome, correction and a means of appeal where applicable.
Why is the form not active?
The proposed Constitution has not yet been promulgated, and the current Civil Registry in Candeia OS still has no connected official register or operational registration rules. Activating a form now would create the appearance of a service that does not exist.
