Provisional data migrate to the constitutional Civil Registry only after audit of origin, legal basis, accuracy, security and contestability.
Constitutional transition
The transition exists to prevent two opposite risks: an institutional vacuum on the first day and a provisional administration that becomes permanent. The proposed Constitution requires enough continuity to function and enough automatic expiry to hand over power.

Foundation Day does not install everything by magic
Some structures must be ready on the first day; others enter operation in stages. The Foundation Legal Package must identify transitional office-holders, strictly necessary powers, the chain of substitution, accountability and the method of handover to the first Government, without creating a parallel Executive.
Before, on Foundation Day and after
Before
Prepare rules, budget, systems, data, audits, provisional records and readiness. Everything remains subject to applicable real-world law and receives no retroactive sovereignty.
Foundation Day
The Constitution and the minimum certified legal modules enter into force. Transitional authorities retain only the indispensable powers expressly provided for.
After
First elections, installation of the Assembly, formation of the first Government and gradual replacement of provisional structures by permanent institutions.
How the provisional hands over to the permanent
The post-promulgation timetable already has constitutional limits
The first constitutional elections for the Assembly and Presidency must take place between 90 and 180 days after promulgation, but only after electoral and judicial readiness has been certified. Once the first Assembly is installed, formation and investiture of the Prime Minister becomes a priority.
Essential rules for the first elections must be published before promulgation.
A repeated election or difficulty forming a Government does not restore pre-constituent power.
The Founder, convening entity, operator or provider do not choose the Prime Minister in place of the Assembly.

Continuity does not mean migrating everything automatically
A document or record produced before Foundation does not automatically acquire new constitutional validity; each form of reception requires its own legal basis.
Keys, repositories, contracts, backups and documented operating procedures must be institutionalised before a critical institutional function depends on them.

Professionalisation must replace personal dependence without erasing responsibility
Before and during the transition, automation may perform auxiliary tasks and provisional teams may keep services running. The constitutional direction is to transfer functions gradually to qualified people, collegiate bodies, public servants and independent institutions with verifiable powers. Automation remains an instrument, not a holder of sovereignty.
