Candeia in formation
Foundation is the name used within the project for the future milestone at which Candeia’s internal constitutional order may cease to be merely proposed and begin formally to organise the system. That milestone has not yet occurred.

Sistema Candeia can exist and evolve before Foundation. People may learn about the project, explore interfaces, work in activities that are genuinely available and participate in community-building under the applicable rules and law. Account, identity, citizenship and institutional functions remain different stages.

Eligible people may join the process when it is opened. This registration will be its own preparatory relationship, distinct from an account, identity and activated citizenship.

Constituent Assembly
Elected by the founding body, it debates and approves the constitutional draft. Before Foundation, it acts only within the constituent process provided for Candeia.

The submitted text must be voted on through an auditable, secret and contestable process, with frozen rules, observation and appropriate certification.

The result, legal requirements, electronic package, integrity, readiness and other constitutional conditions must be certified before the Act of Promulgation.

Foundation Day
This is the moment of entry into force after every requirement has been fully satisfied. Metadata, cover artwork, an interface, a test cryptographic digest or an announcement cannot bring it forward.

The first elections for the Assembly and the Presidency occur only after electoral and judicial readiness has been certified.

Transition completed by function
Permanent institutions take over
The first Government is formed and each provisional power ends when the competent constitutional authority assumes office. There is no vested right to transitional power.
Who organises it
An organising structure exists only when there is a real instrument constituting it
Before Foundation, any convening or provisional structure may exercise only the functions actually defined for the process. GOV documents these stages without anticipating permanent institutions.

Convening entity. If formally established, it organises the process within the Charter and only to the extent the Charter defines.

Provisional administration. It may carry out limited, reversible and documented tasks when formally authorised; it does not create permanent power.

Providers and operators. Hosting, moderation, authentication or infrastructure do not confer political competence.
Founder, people and automation
Building the infrastructure does not mean owning Candeia
The Founder may create, finance, document and operate the project to the real extent of the Founder’s rights. Once founder registration is opened, the Charter may not be altered unilaterally by the Founder. Any future public function depends on the Constitution and the applicable ratifications.
Permanent functions must migrate to authorities, public servants, independent bodies and collegial structures as elections, competitive selection, appointments and merit criteria are genuinely activated.
Automation may assist triage, support, documentation and technical execution. It receives no vote, political competence, judicial power or authority of its own to create rights.
Sistema Candeia before Foundation
The system can operate before constitutional activation
That separation is intentional. People may learn about Candeia, access experiences, work and participate in community-building before Foundation; each function, however, must retain its real status. A platform account, CIC, demonstration economy and internal institutions must not be confused with one another.

On Foundation Day
Only functions certified and provided for in the Founding Legal Package enter into force.
Afterwards
Permanent institutions gradually take over and provisional powers expire in accordance with the Constitution.

Participating in the project’s development does not require supporting the text, the Founder or a candidacy
The constituent architecture protects pluralism, opposition, audit and the right to vote against the text. Founder registration, when real and open, may not be conditioned on property, investment, work, donation, consumption, invitation or proximity to the project’s creator.
