They may be published only when there is an actual Act and corresponding temporal evidence.
Foundation acts and promulgation
This page does not publish a fictitious “Foundation Act”. It explains the chain of instruments that must actually exist for the Constitution to be promulgated and for Foundation Day to have legal effect.

Foundation is an evidentiary chain, not a standalone PDF
The proposed Constitution requires a complete constituent process, independent certification and authenticated public promulgation. The final document cannot retroactively cure an invalid process, and a technical test identifier cannot replace legitimacy, voting or institutional competence.
The main objects in the process
Formally begins the process and publishes the structure of the applicable rules.
Organises registration, the constituent election, review, deadlines, transparency and the termination rule.
Produce the constituent decision with audit and challenge procedures.
Brings together the required legal, electoral, technical, asset-related and integrity evidence.
Identifies the text and the instant of entry into force without altering the approved content.
Third parties must be able to verify what was promulgated without trusting a single person
The ADCT requires the package to demonstrate the approved text, electorate, result, certifications, authenticating functions, temporal evidence and integrity. It includes the Canonical Normative Source, structured representation, visual representation, Act of Promulgation, audits, inventories and the other mandatory instruments.
Reproducible. The reference text must be identifiable and reconcilable with its representations.
Auditable. No person, key, domain or provider may be a single point of trust or destruction.
Temporally verifiable. The instant of Foundation Day must have evidence against backdating.

Fields that remain empty until the event actually occurs
Names, functions, certificates or signatures are not fabricated before they exist.
The current cryptographic digest (hash) of the proposed Constitution identifies the project file, not a Constitution in force.

What a technical artefact cannot do on its own
Metadata, filename, cover, icon, interface, translation, copy, test certificate or development environment do not create, anticipate or alter entry into force. Technical integrity is necessary, but it does not replace legal legitimacy.
