Qualification and merit
There is not yet an official list of persons qualified for Candeia’s permanent offices. Qualification means demonstrating that a person satisfies the objective requirements of a function. For constitutional appointments, it may also involve integrity, independence and conflicts; forming a list of qualified persons does not automatically amount to appointing the office-holder.

There is currently no permanent register of qualified persons. When real processes exist, their criteria and results must be verifiable.
In brief
Knowledge and experience
Professional criteria must reflect actual responsibilities.
Stronger scrutiny for sensitive functions
Oversight offices may require scrutiny of conflicts and relevant background.
Qualification is not appointment
The list of qualified persons defines who is eligible; the competent constitutional source still makes the choice where applicable.
Publishable scores and reasons
Criteria, scores, interviews and disqualifications are public to the extent compatible with data protection and security.
How it works
Before the outcome of the competition is known.
Documents, experience, tests or other relevant means.
Apply uniform criteria, record conflicts and provide reasons for the decision.
Forward the matter to the next constitutional stage with an appeal route available.
Limits and safeguards
- Qualification cannot become a secret selection of a preferred person.
- Lack of political consensus does not permit lowering professional or ethical requirements.
- If no one satisfies the criteria, there must be a new call instead of manufacturing eligibility.
Being qualified means meeting a previously known standard. For some positions this completes the selection; for others it only makes the person eligible for a later political or institutional stage. The portal must make clear which of the two situations applies.
