Public service
Candeia’s constitutional public service is designed to serve the public without conflating professional careers, political mandates, the judiciary and independent offices. Merit matters where a function requires competence; elections matter where legitimacy must come from the vote.

At this stage, the careers and offices described here have not yet been established. The portal shows the planned architecture; real processes will appear only when they actually exist.
In brief
Permanent professionalism
Permanent technical functions are filled on merit, through public selection and criteria tied to the actual work.
Democratic legitimacy
Elective and political-confidence offices have their own political basis; a technical test does not replace an election.
Merit + constitutional appointment sources
Oversight institutions combine public qualification, incompatibility rules and plural appointment sources.
Temporary does not become permanent
Interim office-holders preserve the function for the shortest necessary period and acquire no right to the permanent office.
How it works
Determine whether it is a career position or a political, technical, independent or judicial office.
Disclose requirements, stages, conflicts, accessibility measures and avenues of appeal.
Apply the constitutional mechanism appropriate to the type of function.
Formalise appointment/assumption of office and maintain assessment, appeal and auditable oversight.
Limits and safeguards
- An objective test does not replace the vote for a political office.
- Automation may assist screening or objective marking, but public employment is a high-impact system and requires institutional accountability, explanation and contestability.
- Political or confidence-based offices cannot replace permanent career positions en masse.
- The absence of a qualified candidate does not authorise lowering standards or making an interim arrangement indefinite.
Before applying, a person must be able to know what kind of function is at stake, which rule selects the office-holder, which requirements are genuinely necessary and how to challenge an error or conflict. The label “public office” cannot conceal legally different selection processes.
