Office being established
“Office being established” is only a transitional status showing that a planned function is still being formed. It does not mean that the office is already occupied or operational; the page must show what exists, what is missing and what stage comes next.

This page describes how a function moves from being planned to being genuinely occupied. Until a process is opened, no office-holder is presumed.
In brief
The Constitution describes the office
A proposed legal architecture exists, but it has not yet been activated.
A real process has begun
A law, call, qualification, appointment or transition may be under way according to a real source.
Only after a competent act
Appointment, election, assumption of office or investiture requires an official record.
Absence must be stated
An institutional vacancy cannot be filled by a fictitious name or by automation presented as an office-holder.
How it works
Confirm whether the function is planned and formally being established.
Show the pending selection, appointment, assumption of office or dependency.
Change status only when there is an official act by the competent authority.
Preserve the history of who served on an interim basis and when the handover occurred.
Limits and safeguards
- “Being established” cannot conceal that the body does not yet possess active constitutional authority.
- An interface, bot or technical operator cannot be listed as a fictitious office-holder.
- Status changes only upon a real and verifiable event, not through convenient administrative editing.
This status prevents two opposite falsehoods: saying that an office already exists when it does not, or hiding a real establishment process. You must be able to distinguish planning, process, assumption of office and effective exercise.
