Independent Constitutional Institutions
For Candeia’s internal governance, the constitutional proposal provides for institutions that do not belong to the Government or to the majority of the moment. They oversee, certify, protect rights, preserve records and limit concentrations of power, always within the competences defined for the ecosystem itself.

Why they exist
Some Candeia functions need to remain independent of the Government and the majority of the moment. These institutions oversee resources, elections, data, rights and technical continuity to reduce abuse, capture and dependence on a single authority.
The constitutional set
Art. 254 lists twelve institutions and allows others that are expressly qualified. In addition to the Art. 254 list, the proposal also provides for the National Electoral Commission, the National Council for Technological Continuity, the Independent Inspectorate-General for Intelligence and Surveillance and the Central Bank as independent/autonomous constitutional bodies with their own guarantees.
Constitutional Appointments Commission
Organise public merit-based selection processes, verify requirements, incompatibilities, diversity of experience and integrity, and draw up lists when the Constitution requires them.

View institutional profile →15Independent Inspectorate-General for Intelligence and Surveillance
Oversee, if they exist, exceptional mechanisms for investigation, security or restricted access to data within Candeia systems, without directing operations.
View institutional profile →16Central Bank of Candeia
Administer the Escudo and payment stability if the monetary system is activated; the institution has not yet been established.
View institutional profile →Guarantees against capture
Institutions under the common regime prepare their own proposal; retaliatory cuts and selective withholding of funds are subject to specific safeguards.
Loss of political confidence, a minority technical opinion or investigation of a powerful authority are not grounds for dismissal.
A supervised body may not hide an irregularity behind a contract, trade secrecy or classification created to frustrate oversight.
Independence does not eliminate audit, reason-giving, judicial review, public reporting or liability for unlawful conduct.
