National Statistics Institute
Produce official statistics for the Candeia ecosystem using public methods, continuity of statistical series and protection of individual data, without allowing results to be adjusted to favour a political narrative.

Why it exists
A system that seeks to measure population, economy and services must separate statistical production from political interest. The proposal is for methods and series to be auditable and comparable over time.
How it protects statistical independence
Produce official statistics with technical independence, public methodology, continuity of statistical series, statistical confidentiality and a prohibition on political manipulation.
Set statistical methods and release calendars. Revise series according to technical criteria. Publish official statistics without political interference in timing or content.
Headed by a Director-General.
The Director-General is elected by the Assembly by a three-fifths majority from a public list of three candidates prepared by the Constitutional Appointments Commission after assessment of technical merit and independence; the anti-deadlock mechanism applies if no choice is made within 60 days.
A single seven-year term.
Exclusive authority over methods, calendars and revision of series; the Government may not delay, advance, suppress or alter publication for political convenience.
Its own technical staff and budget under Art. 265, allowing neutral back-office services without improper access to microdata or methodological interference.
For the grounds set out in Art. 266, by decision of 6 of the 9 members of the Constitutional Court after proceedings are initiated by those entitled under Art. 261.
Public methodology, statistical confidentiality, audit, judicial review and external evaluation of governance/capacity.
Statistical calendars, methodologies, series, revision notes, reports, budget and activity indicators once installed.
It may not adjust data to favour the Government, a party or a narrative; shared services may not improperly access confidential microdata.
