Official statistics
An official statistic does not arise merely because a number appeared on a dashboard. Under the proposed constitutional design, it depends on the National Statistics Institute, on public methodology, continuity of series, technical review, confidentiality and independent publication.

Criteria
What makes a statistic official?
Art. 261 protects technical independence, methodology, review, continuity and confidentiality. A release calendar is part of future governance, but no publication date is invented here.
Method
Definitions, universe, collection, processing and limitations documented publicly.
Calendar
Release rules under technical independence; no political convenience and no fictitious calendar at this stage.
Series / version
Continuity, identity and traceable versions to distinguish revision from simple replacement.
Review
Corrections and revisions according to technical criteria, with explanation and history when they exist.
Confidentiality
Protected microdata do not become publicly identifiable merely because they support an aggregate statistic.
Publication
The dataset, methodological note and actual distribution must truly be published before appearing as an available source.

There is no population, GDP, employment, income, inflation, publication calendar or demonstration series presented with an official appearance. When real production exists, each series must point to verifiable authority, methodology, coverage, review, version and distribution.
Essential distinction
A number, a dataset and an official statistic are different categories
The label depends on the object’s origin and governing regime, not on the visual in which it appears.
May exist in a system
A technical or usage metric may be true within the current system and still not be state data or an official statistic.
It is a published data object
It needs identity, publisher, provenance, metadata and actual distributions. It may be administrative, scientific or of another nature.
Has its own authority and method
Requires the competent institutional and technical chain, with independence, review and confidentiality.
Chain of trust
Authority → method → series → publication
Without each of these forms of evidence, the portal does not elevate a value to the status of an official statistic.
