Civil Registry Authority
Preserve the integrity of civil facts recorded within Candeia and ensure that they can be corrected, audited and maintained over time without depending on a specific credential or provider.

Why it exists
An access account, a visual document and a civil registry are not the same thing. The Civil Registry Authority is the proposed structure for keeping Candeia’s internal civil facts consistent and correctable even when passwords, devices or services change. It does not replace real-world registry offices or civil registries.
How it protects the Civil Registry
Guarantee the integrity, continuity, authenticity, auditability and legality of the Civil Registry, separating authority over civil facts from the ordinary operation of credentials.
Legally safeguard the official registry state. Control the creation, correction, restoration and disputes concerning civil facts under due process. Lead systemic response and correction when error, database corruption or migration affects multiple records.
A three-member board: 1 elected by the Assembly by a three-fifths majority; 1 chosen by the Constitutional Court by a two-thirds majority; and 1 by the Ombudsman, all from public lists of the Constitutional Appointments Commission.
The collective composition must bring together expertise in civil/registry law, critical systems, security, accessibility and protection against documentary exclusion.
Single, staggered seven-year terms.
It is distinct from a technical operator, authentication provider or supplier; no member may alter a civil fact through direct technical access outside the authorised workflow.
An independent budget under Art. 265, including independent capacity for audit, recovery, preservation and incident response.
For the applicable constitutional grounds, by decision of 6 of the 9 members of the Constitutional Court after proceedings initiated by persons entitled to do so under Art. 256.
Due process, independent appeal, audit, preservation of history, and notification of systemic incidents to the Ombudsman, the Data Authority and other competent bodies.
Official records, audit trails, restoration plans, aggregated incident reports and public continuity documentation — without undue exposure of civil data.
It does not administer credentials as its primary function, create fictitious legal personality, erase facts through an exclusively automated decision or transfer registry authority to a provider.
