Public competitive recruitment and selection
There is no open public competitive recruitment process in Candeia today. Here, “competitive recruitment” means a public and competitive selection process for functions in which merit is constitutionally relevant. The proposed Constitution requires public selection and objective criteria; the specific format must be proportionate to the position and defined by a real rule or process.

There is no public competitive recruitment or selection process open now. When a real process exists, the notice, criteria, stages and results will be published on this page.
In brief
Criteria before candidates are assessed
Requirements, stages, weightings, deadlines, accessibility arrangements and appeal routes must be known before assessment.
Proportionate format
A test, practical task, portfolio, structured interview or verification of experience may be used where appropriate.
No irrelevant filters
The process cannot discriminate on the basis of wealth, political opinion, family origin or an attribute unrelated to the function.
Contestable result
An error in data, rules, calculation or assessment requires a channel for review and correction.
How it works
Publish the vacancy, requirements and assessment method.
Receive applications through Candeia OS, in the competent Sistema Candeia module, when the process is real.
Run documented stages with accessibility and integrity safeguards.
Publish the result, allow challenges and only then formalise the selection.
Limits and safeguards
- The GOV portal does not accept applications or generate an official Candeia filing receipt.
- The absence of a qualified candidate requires a new call, not a silent lowering of the standard.
- An objective test cannot be used to fill an elective political office or replace parliamentary confidence.
When a real selection process exists, you should be able to see the rules before taking part, understand how your assessment was formed and have a clear route to correct an error. GOV explains the process; the person applies through Candeia OS, and the individual case belongs to the competent Sistema Candeia module.
