Work opportunities
This page organises work opportunities in the broad sense. GOV publishes rules and context; the person discovers opportunities and applies through Candeia OS, while matching, hiring and real records remain in the competent Sistema Candeia modules. Public service has its own architecture for competitive examinations and merit.

This page explains how work opportunities may be discovered and recommended. Vacancies, requirements and conditions should appear only when there is a real operational source.
The competent module may publish vacancies and verifiable criteria, with explanation, non-discrimination and the possibility of review where appropriate.
In brief
Find real opportunities
Vacancies should appear only when they exist in a valid operational source.
Work-related requirements
Skills, licences, language or availability may be relevant; irrelevant or discriminatory characteristics may not.
No universal social score
A recommendation must not use political opinion, religion, private life or a global State reputation score as a classification criterion.
General work ≠ public service
State careers follow competitive examinations, appointments and the specific rules of P19.
How it works
A real source describes the role, requirements, legal regime and relevant conditions.
The application is made through Candeia OS; personal data and records remain in the competent Sistema Candeia module.
Automation must be proportionate, auditable and contestable where materially relevant.
The contract and remuneration follow the legal regime actually applicable.
Limits and what this page does not do
- GOV does not accept applications, promise hiring or publish fictional vacancies to demonstrate an interface.
- Matching must not become a general mechanism for social or political reputation scoring.
- A private opportunity is not a public competitive examination; a public office is not an ordinary private vacancy.
You should be able to distinguish a real opportunity from a demonstration, understand relevant criteria and know when an automated recommendation materially influenced your chances.
