Remuneration for work
The proposed Constitution protects fair remuneration, but it does not invent a universal nominal amount at this stage. What is owed depends on the legal relationship, applicable law, a valid contract and the facts; GOV explains the framework, the person follows it through Candeia OS, and actual calculation, recording and payment belong to the competent modules of Sistema Candeia.

The proposal sets principles for fair remuneration, but this page does not by itself create a salary, pay scale, employment relationship or payment.
Remuneration, supporting records, obligations and any disputes will depend on the real relationship and the applicable rules.
In summary
Fair remuneration
The protection exists as a principle and must be given effect through legislation and valid relationships, without GOV publishing a fictitious amount.
Understand what makes up the amount
The person must be able to identify the basis of the payment, the relevant criteria and the records supporting the result.
There is no single payroll for everything
Employment, independent services, cooperation and platform work may require different legal regimes.
Software does not turn an error into truth
Automated calculation or classification with significant impact remains subject to review by the responsible authority.
How it works
Determine whether the remuneration arises from employment, an independent contract, public office or another relationship.
Use the relevant legal or contractual parameters in a way that is publicly understandable.
Preserve history, version and supporting records in the competent system.
A data, calculation or classification error must have a channel for review and appropriate redress.
Limits and what this page does not do
- “Fair remuneration” does not authorise the portal to invent a minimum wage, sectoral floor or service rate that the Constitution has not fixed.
- GOV does not process payroll, move balances or issue official proof of payment.
- Automation may calculate or assist, but it does not eliminate explanation, challenge or review where there is significant impact.
You must be able to know where the amount came from and how to challenge an error. The mere fact that a calculation appears in the interface does not make the amount legally correct.
