Economic autonomy
Economic autonomy, within Candeia’s constitutional architecture, means being able to begin lawful activity and participate in the economy without wealth being converted into political power. It combines freedom of enterprise, decent work and real minimum conditions so that freedom does not exist only on paper.

Economic autonomy is a principle of Candeia’s architecture. It does not yet mean that all the instruments, markets or protections described here are operational.
People will be able to combine work, enterprise, production and property within the rules and capabilities that are actually available.
In summary
Lawful activity is free
A licence or qualification may be required only by law and in a relevant, necessary and proportionate manner.
No arbitrary reservation
Property, ideology or protection of an incumbent must not become a disguised filter for a professional requirement.
A viable starting point
Initial access to means to produce seeks to make the beginning of autonomous activity practically possible.
Wealth is not a vote
Investment, property or financing does not create office, veto power or an additional political vote.
How it works
A profession, production or enterprise begins with freedom of initiative.
Where a qualification or licence is required, check the legal basis, the risk being protected and proportionality.
Public or common programmes may form the starting floor when they are effectively available.
A material refusal must be reviewable administratively or judicially.
Limits and what this page does not do
- Economic autonomy does not guarantee profit, revenue, credit or business success.
- Initial access to means to produce is not a licence for unlimited use of public resources.
- Freedom of enterprise does not eliminate proportionate rules on safety, market integrity or protection of third parties.
A person must be able to try to produce and undertake economic activity without having to buy influence, belong to a protected group or own property unrelated to the activity.
