Initial access to means to produce
The proposed Constitution provides for a principle of initial access to tools, resources or programmes that make it possible to begin productive activity within Candeia without discrimination. It is a future guarantee of initial opportunity, not a benefit available today or a promise of profit.

The proposal seeks to prevent an initial lack of resources from blocking every possibility of production. Concrete means of access will still depend on programmes and instruments that are actually created.

Each mechanism must state who may use it, which resources it offers, the conditions, risks and form of review.

The minimum basket, modalities, limits, updating and prevention of abuse depend on law and independent oversight.
How it works
Law establishes which means or programmes give effect to the floor.
Requirements must be objective, non-discriminatory and related to the purpose.
Reservation, use, training or any real benefit is accessed through Candeia OS and executed in the competent module of Sistema Candeia once activated.
A refusal or disproportionate requirement must have an effective channel for challenge.
Limits and what this page does not do
- It does not guarantee profit, clients, contracts, revenue or economic success.
- It does not confer unlimited use or automatic ownership of public or common resources.
- It does not authorise favouring a political party, economic group, family or incumbent.
What this means for you
The guarantee seeks to create a minimally usable economic starting point: freedom to undertake economic activity without some real capacity to begin may be merely formal.
