Public Market
The Public Market is the planned space for discovering offers, buying, selling and contracting goods and services within Candeia. At this stage it is still under development; its legal category and any financial rules will depend on the activities it actually comes to perform.

The Public Market is not a licence in itself
The Constitution does not create an institution called the “Public Market”. The name may designate Sistema Candeia infrastructure for discovery, contracting and trading. Its legal category, however, depends on what it actually does.
Contracting market
Offers and purchases of goods or services follow the applicable rules on contracts, consumers, competition, property and payments.
Regulated perimeter
If the infrastructure operates as an exchange, trading platform, broker, custodian, payment institution or financial intermediary, licensing and prudential supervision apply according to function and risk.
Matching is not settlement
Matching a buyer and seller or forming a price does not automatically transfer title or discharge an obligation. Legal finality must follow the applicable settlement regime.
Technical control is not ownership
A key, interface or technical ledger entry does not change the legal nature of an asset and does not authorise appropriation of what belongs to the user.
From transaction to finality
The conditions and nature of the object remain identifiable.
The system finds a counterparty under a published rule.
Obligations follow the appropriate legal and technical rails.
The law defines when settlement becomes irrevocable.
Do not confuse
- The Public Market is not automatically a stock exchange.
- A balance displayed in the interface is not automatically a bank deposit.
- Matching is not monetary issuance.
- A technology provider does not receive monetary or prudential authority.
