Person's Existential Minimum
The Person's Existential Minimum is the core that prevents dignity and participation from existing only on paper. It brings together identity, access to Justice, basic digital domicile, essential public services and minimum conditions of participation and autonomy — without promising income or a specific standard of consumption.

The Person's Existential Minimum is a safeguard designed to protect basic conditions of life within Candeia. It does not yet represent a benefit or payment available at this stage.
Criteria, provision, review and continuity will depend on legislation, budget and verifiable operation.
In summary
Every resident
Article 145 grants the right to every resident, subject to valid constitutional and legal implementation.
Minimum civil life
Identity, Justice, basic digital domicile, essential services and minimum conditions of participation and autonomy.
Automatic guaranteed income
It does not guarantee income, consumption or a specific economic outcome.
Against arbitrary regression
A deliberately regressive measure requires enhanced justification, transparency, alternatives and proportionality.
How it works
Turn the constitutional floor into concrete provisions and channels according to material capacity.
The fiscal cost of the minimum is certified and protected in the budgetary architecture.
Services must be materially usable, not merely formally “available”.
Discrimination, arbitrary cuts or systemic failure must admit review and appropriate redress.
Limits and what this page does not do
- The minimum is not a promise of basic income, salary, credit or a universal standard of consumption.
- Insufficient resources do not authorise discrimination or arbitrary suppression of the essential core.
- Courts protect the floor and may require a reasonable plan, but they do not freely choose the budget among constitutionally adequate alternatives.
- The existential minimum defined for Candeia organises rights and services within the digital ecosystem. It does not by itself create a promise of housing, water, food or a material benefit in the real world; any physical provision depends on the applicable law and competent providers outside Candeia.
The right exists to prevent someone from having “status” on paper while being unable to prove identity, access Justice, use essential services or maintain a minimum civil life. Implementation must be real, funded and effectively available.
