Social protection
Candeia does not currently pay social benefits. The constitutional architecture proposes a social-protection system capable of preventing extreme exclusion and reasonably covering disability, illness, old age, maternity, unemployment and other contingencies defined by law. The portal explains the design; real benefits can exist only when there is a legal basis, budget, criteria and operation that have actually been activated.

The constitutional proposal designs a social-protection network for situations in which income, work or capacity fails. The corresponding benefits and services are not yet operational.
Eligibility, service, payments and appeals will depend on real rules, budget and records.
In summary
Prevent extreme exclusion
Social protection exists to cover relevant personal and social contingencies, not to create arbitrary dependence on the portal.
Constitutionally defined risks
Disability, illness, old age, maternity and unemployment are expressly listed; other contingencies depend on law.
Progressive and financeable
The essential minimum has priority, but expansion must respect institutional capacity and fiscal sustainability.
Criteria and appeal
Eligibility, access and challenge must be defined by law and carried out by a competent authority.
How it works
Publish its purpose, covered persons, criteria, duration and source of funding.
Use only the necessary data and requirements, with accessibility and alternative proof where appropriate.
Automation may assist, but a high-impact decision remains explainable and reviewable.
Actual grant, review and history belong to the competent modules of Sistema Candeia.
Limits and what this page does not do
- The Constitution does not set the amount, duration, contribution or detailed eligibility for each benefit.
- Social protection and the Person's Existential Minimum are related institutions with different functions.
- GOV does not grant, suspend, pay or “approve” a benefit.
Before any real application, you must be able to discover which protection exists, who can access it, what evidence is required and how to appeal. If that legal structure does not yet exist, the portal must say so rather than display a fictitious benefit button.
