Basic digital domicile
The constitutional proposal treats basic digital housing as a concrete part of civil life: every regular resident has the right to a safe, private and persistent basic digital domicile connected to essential services. This is not automatically property and should not disappear because a person lost employment or income, or accumulated ordinary private debt.

The proposal describes a basic digital domicile, but that right and the corresponding service are not yet active. This page explains the design, limits and relationship with privacy and property.
Access, registration, protection and continuity criteria will depend on the rules then in force and the operation of Sistema Candeia.
In summary
Basic digital domicile
The core is a condition of residence and civil life, not a reward for income or employment.
Protected digital space
A digital domicile and other spaces carrying a legitimate expectation of privacy receive constitutional protection.
Minimum use ≠ property title
Basic housing is compatible with additional property. A social allocation does not by itself create property title.
Ordinary debt does not erase the minimum
A specific unit may be lost for legitimate cause and through due process, but not the right to the minimum while regular residence continues.
How it works
Regular residence and the applicable rules define entitlement to the minimum core.
Concrete implementation must distinguish a right of use, a property record and a visual representation.
Failure of a client, GPU, cache or rendering must not erase legal status confirmed by the competent source.
An adverse change requires legitimate cause, due process and preservation of the minimum core.
Limits and what this page does not do
- A basic digital domicile is not automatically real estate, a sovereign physical parcel or transferable property.
- The housing described on this page is a digital domicile within Candeia. It does not create a promise of a house, water, food or a physical benefit in the real world.
- A 3D view is not the source of the right; a 2D alternative must exist where needed for accessibility.
- GOV does not allocate a unit, transfer title or carry out eviction.
You should not lose the basis of your civil life because a renderer failed, a platform changed or an ordinary private debt arose. The right must exist in the competent legal record, separate from its visual representation.
