Recognise a material interest, relevant relationship or circumstance capable of affecting impartiality.
Conflicts of interest
A conflict of interest is not automatically the same as corruption. The risk arises when a personal, family, political or economic interest may affect the impartiality of a public decision and is not addressed with appropriate transparency and recusal.
Current limit. No declaration or concrete case is published at this stage. This page shows the expected institutional treatment without accusing people or creating fictitious incidents.
A person with an interest does not decide their own outcome
Record the existence of the interest under the regime applicable to the office, contract or procedure.
Remove the interested person from the assessment or decision where necessary.
Transfer the decision to a competent authority or evaluator without the relevant interest.
Disclose the existence, basis and controls to the extent compatible with rights and legitimate confidentiality.
Allow scrutiny, audit and challenge where there is a risk of favouritism or harm.
Declared and controlled conflict
The institutional system should allow recording, recusal, substitution and a verifiable decision trail.
Concealed or self-managed conflict
Concealing a material interest or allowing the interested person to control the decision undermines trust and may lead to accountability under the applicable law.
No public conflicts register at this stage
No name, relationship, asset declaration or decision is fabricated. Once an active regime exists, publication must respect proportionality, data protection and institutional competence.
Reference basis
This page explains the architecture contemplated by Candeia's proposed constitutional framework. The unpromulgated text remains the project's legal reference; the existence of a screen in Sistema Candeia does not create authority, a decision or an official act.
