Request, search, response, reasons and review of access to public information.
Transparency
What you can scrutinise, where to find the information and what actually exists today. GOV.CANDEIA organises discovery and explanation; it does not turn a click into a filing, report, contract, expenditure or state decision.

Trace a public issue across institution, rule, transparency and data
A single public issue can span several layers. This view keeps separate the proposed legal basis, the competent institution, the information published on GOV and the corresponding function in Sistema Candeia.
A published page, navigable interface or existing button is not equivalent to a legal act, filing, official dataset or active institution.

Publish → find → understand → request → give reasons → appeal → scrutinise → correct
The existing logic has been preserved and given a traceability view: public information needs an origin, a responsible body, a justification and a path for oversight.
- 01Publish
Information of high democratic, fiscal or accountability value should be proactively published when it is legally accessible.
- 02Request
Anyone may seek official information without having to prove citizenship, a personal interest or a reason.
- 03Give reasons
A restriction requires a legal basis, a concrete risk, proportionality, a less restrictive alternative and a public-interest test.
- 04Appeal
A refusal or omission is subject to independent review by the Ombudsman and judicial appeal, under the design of Art. 276.
- 05Correct
Audit, oversight, challenge and preservation of history serve to correct failures without erasing the prior trail.
I want to scrutinise...
Choose an intent. The map below shows where to look, which source matters and who is responsible under the planned design — without pretending the operational workflow is already active.
Where each responsibility sits
The three axes remain separate: a page published on GOV, a technically verifiable layer in Candeia OS, and the institutional/legal status.
When a restriction may exist, how it must be justified, reviewed and declassified.
Independent review of a refusal or omission, while preserving judicial appeal.
Maladministration, abuse of power, rights and access review — institution not yet established.
Corruption, conflicts, assets, professional representation of interests and institutional protection of whistleblowers.
Channels, protection from retaliation and handling of sensitive information when they are effectively available.
Professional representation of interests, conflicts and disclosure under the future regime.
Identification, recusal, reasons and oversight of conflicts in public decisions.
Traceability from need through performance and exit, without fictitious procedures or suppliers.
Chain of planning, authorisation, execution, accounting, audit and publication without invented figures.
Conceptual register of public-sector automation, impact, explanation, supervision and challenge.
Discovery of data and documents; the GOV catalogue is not the official source of each dataset.
Who participates in each pathway
It is a constitutional + technical map of planned responsibility, not an active institutional process.
