Not every public record answers the same question
A trustworthy architecture separates the reference record, its publication, historical preservation and presentation in the portal.
Civil factThe Civil Registry is the proposed official source for birth, parentage, adoption, death and other civil-status facts.
Norm and act subject to mandatory publicationThe Official Gazette is the planned official repository for laws, decrees and acts subject to publication.
Permanent memoryThe National Archive preserves historical objects, provenance, integrity and verifiability.
Registered propertyDepends on the competent property register once established; the current portal has no dedicated responsible module for this.
GOV.CANDEIAOrganises discovery, reading and routing. It does not become a legal source merely by displaying information.
In the current pre-alphaThe Civil Registry, Official Gazette and National Archive exist as institutional demonstrations. The presentation layer is integrated; official sources and business rules are not yet operational.
Safety ruleLegal status must come from the competent authority. A catalogue, download or public screen must never silently override the source.
