Ombudsman
The Ombudsman is designed as an independent institution for situations in which the administration fails: it receives complaints, investigates maladministration and rights violations, requests information, recommends corrections and may bring matters before courts and oversight bodies.
Current limit. The permanent institution has not yet been established. The corresponding interface in Candeia OS remains a demonstration; this page does not receive real complaints.

When to seek help
An independent door, not a substitute for every institution
The Ombudsman acts within its own mandate and refers specialised matters where necessary.
Rights violation
A complaint about public action that affects rights and has no adequate administrative remedy.
Access to information
Independent review of a refusal, omission, delay or classification.
Systemic problem
A recurring pattern of maladministration may justify collective or structural relief.
Protected disclosure
May receive external communications under constitutional protection.
Routing
May bring matters before courts or oversight bodies without assuming their competence.
Independence
Does not receive instructions from the Government, Assembly, political party, Founder or institution under investigation.
