Public procurement and contracts
A public procurement process needs to leave a comprehensible trail from the need through performance and audit. Transparency does not end at contract award and does not allow a material institutional obligation to be hidden behind contractual secrecy.
Current limit. There are no official tender procedures, winning suppliers, contracts, values or payments published at this stage. The Procurement module in Candeia OS is currently an institutional demonstration interface.
From public need to a verifiable archive
Each stage produces different evidence and involves separate responsibilities.
Requirements, criteria and safeguards without improper steering.
Publicity, access, bids and equal treatment under the applicable regime.
Documented application of the criteria by agents free of conflicts.
Reasoned decision, awardee, value/economic criterion and required controls.
Subject matter, duration, obligations, data, exit, audit and later amendments.
Deliveries, measurements, payments, incidents, amendments and performance.
Oversight, audit, closure, preservation and history.
What must not disappear behind the contract
Preventive review
For material procurement involving a related party, the proposal assigns the Court of Audit preventive review of legality and integrity before an irreversible obligation is created.
Secrecy does not erase the contract
Security or trade secrets may justify redacting detail, but not concealing the contract's existence, total public cost, a relevant conflict, an exit obligation or a limitation on audit.
Procurements will be published when the process is active
This area does not yet contain official procedures. When Candeia has real procurement and contracts, the listing must originate from the competent records and preserve a verifiable history.
Reference basis
This page explains the architecture contemplated by Candeia's proposed constitutional framework. The unpromulgated text remains the project's legal reference; the existence of a screen in Sistema Candeia does not create authority, a decision or an official act.
