The Assembly has not yet been established.
Oversight means requesting information, examining decisions and demanding accountability within Candeia.
Oversight instruments
Ministers and authorities subject to parliamentary oversight may be called to provide information.
The Assembly and its committees may require documents and examine contracts under the Republic’s legal or functional control.
Scrutiny may hear authorities, experts and affected persons as appropriate to the matter.
Parliamentary investigation produces information and political oversight without replacing Justice.
Secrecy is not an absolute shield
Sensitive information may require a closed session, secure room, compartmentalisation, pseudonymisation or partial redaction. The restriction must be specific and may not conceal illegality or prevent the oversight body from examining the legality of the classification itself.
Plural oversight
The opposition and majority must receive functionally equivalent information for the same oversight function. Accreditation or security classification may not be used generically to exclude the opposition from parliamentary oversight.
Political oversight does not replace independent powers
The Assembly does not determine criminal guilt, replace the Public Prosecution Service, direct a court or turn access to information into surveillance power without a specific legal basis.
Primary basis: Art. 190, Art. 199.
