The Assembly has not yet been established.
This page describes how the Assembly will examine and approve Candeia’s budget.
What the budget must show
The general budget must estimate revenue, authorise expenditure and present risks, funds, debt, guarantees, investments, continuity costs and contingent liabilities in an understandable, comparable and auditable form.
Before the bill: five years of context
Each year, before the budget bill, the Government shall present a rolling Medium-Term Fiscal Plan for five fiscal years, submitted to the Assembly with an opinion from the Independent Fiscal Council. The budget must reconcile material divergences from that plan.
The Assembly decides the fiscal year; the plan does not capture the future
The later years of the plan guide planning and sustainability, but do not create an acquired right to future expenditure or remove the Assembly’s budgetary authority for subsequent fiscal years.
What exists today
Candeia does not yet have a public budget in execution. This page explains the proposed rules without publishing revenue, expenditure, deficit or debt as though those data already existed.
