National Treasury
In Candeia’s proposed internal architecture, the Treasury is the function contemplated to administer public resources, debt, cash and budget execution in accordance with law, the budget and independent controls. Its role is to execute fiscal authorisations — not create currency, redefine monetary policy or treat Central Bank reserves as generally available funds.

The Treasury contemplated by the constitutional proposal has not yet been constituted. No cash position, balance, debt or official budget execution is presented as active at this stage.
Currency and finance will depend on the promulgated Constitution, the relevant organic laws, the establishment of institutions, technical controls and official data from the competent source. GOV remains the public information layer; the person operates through Candeia OS and execution occurs in the competent modules of Sistema Candeia.
In summary
Cash, debt and budget
Execution must follow legal and budgetary authorisation.
Permitted for valid routines
Ordinary payments may be automated with segregation and controls.
Does not create debt or expenditure
Technical participation does not confer power to authorise expenditure.
Separation of assets
The Treasury does not review monetary decisions or withhold required recapitalisation as political pressure.
How it works
Law and the budget define the expenditure or obligation.
Custody, reconciliation, limits and purpose are checked.
The routine may be automated according to risk.
Execution leaves a verifiable accounting and institutional trail.
Limits and what this page does not do
- The Treasury does not issue the monetary base.
- The Treasury does not turn monetary reserves into fiscal cash.
- A technical operator may not circumvent budgetary authorisation.
- No official financial statement is presented before actual constitution and publication.
The Treasury is a fiscal executor: it moves resources when valid authorisation exists. Authority to create currency remains with the Central Bank, and political decisions on the budget remain with the competent institutions.
