The Central Bank of Candeia is the internal institution contemplated for the time when the monetary system is active. Today it offers no account, deposit, foreign exchange, credit or investment service and does not conduct monetary policy.
The monetary mandate, issuance, stability and applicable supervision will depend on the constitutional order in force, established institutions and real operational data.
In summary
Integrity and stability of the currency
Fiscal need or political interest cannot displace the monetary mandate.
7 members · single 7-year terms
Governor elected by the Council itself for 4 years, without extending the member’s individual term.
Financial and operational
The Government, Treasury, a creditor or supplier may not condition the means necessary to carry out the mandate.
Minutes, financial statements and audits
Independence does not eliminate judicial review, reason-giving, audit or liability for unlawful conduct.
How it works
Monetary decisions belong to the Council within the Constitution and the law.
Technical operations follow authorisations, controls and audit trails.
Minutes, financial statements, budget and decisions are published to the extent compatible with stability.
The Central Bank, Treasury, APRF and Fiscal Council exchange information without absorbing one another’s powers.
Limits and what this page does not do
- The Central Bank is not a commercial bank.
- It does not by itself license private banks: microprudential supervision and resolution belong to the APRF.
- It may not finance ordinary deficits or use reserves as unrestricted Government cash.
- Neither the Government nor an auditor may substitute their judgment for the Council’s lawful monetary judgment.
The institution is designed so that issuing currency, managing reserves and preserving payments do not depend on a single person, supplier or political order.
