Monetary issuance
If the Escudo is activated under the proposed constitutional order, issuance of the monetary base will belong exclusively to the Central Bank. The design separates monetary decision-making, institutional authorisation and technical execution so that an administrative credential, supplier, operator or Founding Architect cannot create valid CE$ on their own.

The proposal reserves issuance of the Escudo to the Central Bank, but no operational monetary issuance is presented as active at this stage.
Monetary creation, destruction and recording will depend on institutional competence, technical controls, audit and the rules then in force.
In brief
Exclusive to the Central Bank
Quantity, timing and recipients are not determined by a technical operator.
Critical sovereign operation
A bypass capable of issuing, destroying or rewriting monetary state requires reinforced safeguards.
Do not create competence
Privileged access does not turn an administrator into a monetary authority.
No shortcut for deficits
Issuance cannot be used as the Treasury's ordinary source of cash.
How it works
The monetary authority deliberates within its mandate.
The decision produces verifiable parameters and authorisation.
Multi-party controls execute without redefining policy.
Monetary state, audit records and balance sheets must be reconstructable and auditable.
Limits and what this page does not do
- No button on GOV creates currency.
- No isolated key produces legally valid issuance.
- Issuance is not equivalent to structural public revenue.
- Emergency operation does not create monetary competence for the Government or a supplier.
If the currency becomes operational, a person must be able to rely on CE$ being created through a verifiable institutional flow rather than secret administrative access.
