Monetary stability and payments
Candeia currently has no operational monetary policy. If the Escudo is activated, the proposal combines the SDR reference, monetary policy, systemic liquidity and payment resilience without promising a fixed market price, unrestricted redemption or absence of volatility.

This page describes stability objectives and payment continuity for a future monetary system. There is no operational monetary policy or official market in operation today.
The Central Bank must conduct its mandate using real data, transparency, controls and payment infrastructure that is actually operational.
In brief
CE$ 1.000 = 1 SDR
The Central Bank must conduct policy to preserve the integrity and stability of the reference.
Security and finality
Liquidity, clearing and settlement form part of the monetary mandate.
Price integrity
Manipulation, wash trading, fictitious liquidity and systemic concentration may be subject to legal controls.
Continuity without fiction
Contingencies may use alternative rails without replacing the monetary unit or inventing external recognition.
How it works
Monitor the reference, liquidity, payments and systemic risks.
A persistent deviation requires diagnosis and public justification.
Use authorised monetary and stability instruments.
Decisions, risks and outcomes remain subject to audit and legality review.
Limits and what this page does not do
- Stability does not mean an invariant market price in every transaction.
- The reference is not insurance against economic loss.
- Market controls do not authorise confiscation or persecution of a particular investor.
- A crisis does not permit abandoning the anchor merely for fiscal convenience.
Stability policy must protect the function of currency and payments, while the portal must clearly distinguish a monetary objective, a market price and a contractual right of conversion.
