Financial continuity
The proposed Constitution creates mechanisms so that a cash, revenue, supplier or financing crisis does not shut down essential constitutional functions. Continuity does not mean unlimited spending: there are priorities, funds, tests, controls, risk bands and, only as a last resort, a strictly conditioned monetary facility.

Financial-continuity mechanisms are provided for in the proposal, but no fund, coverage or facility is presented as capitalised and available today.
Currency and public finances will depend on the promulgated Constitution, the relevant organic laws, the establishment of institutions, technical controls and official data from the competent source. GOV remains the public layer; the person operates through Candeia OS and execution occurs in the competent modules of Sistema Candeia.
In brief
Minimum cost of the State
Measures the annual core required to maintain indispensable functions.
Future constitutional target: 24 months of CCME
Future constitutional target: at least 6 months in highly liquid, low-risk assets. This does not represent a capitalised fund today and depends on real capitalisation.
State + person + democracy
Protects records, Justice, infrastructure, the existential minimum and elections when due.
Exceptional, not ordinary, credit
The Central Bank may support the Treasury only under strict constitutional bands, quorums and safeguards.
How it works
Cash, lawful reallocation, sustainable credit and available funds come first.
The FCC and continuity plans preserve essential functions subject to controls.
If necessary, the Last Continuity Facility requires increasing authorisations as exposure rises.
An amortisation, replenishment and return-to-normality plan prevents an emergency from becoming permanent financing.
Limits and what this page does not do
- The FCC does not exist by declaration: it needs real, accessible assets.
- The Facility does not finance a new programme, campaign, electoral subsidy or shareholder bailout.
- The Central Bank may refuse credit that creates a material risk of monetary or payment-system collapse.
- Scarcity does not create unlimited emergency power.
Continuity protects the core of the State and people without forcing the Central Bank to destroy its own currency to finance any fiscal demand.
