Public finances and continuity
Public finances exist so that Candeia’s resources can be planned, spent and audited without mixing institutional money, monetary reserves and third-party assets. In the future architecture, the constitutional proposal separates fiscal cash, Central Bank assets, funds and reserves to prevent fictional accounting and financial capture.

Candeia does not yet have a permanent public fiscal year in operation. This page explains how the budget, Treasury, debt, funds and controls are intended to remain separate when the fiscal structure exists.
Currency and finance will depend on the promulgated Constitution, the relevant organic laws, the establishment of institutions, technical controls and official data from the competent source. GOV remains the public information layer; the person operates through Candeia OS and execution occurs in the competent modules of Sistema Candeia.
In brief
Fiscal execution
Administers cash, debt and budget execution under law and controls.
Annual + 5 years
The annual budget integrates with a rolling Medium-Term Fiscal Plan.
Essential costs + existential minimum + continuity fund
The proposed Constitution organises the Constitutional Minimum Cost of Existence (CCME), the Fiscal Cost of the Person’s Existential Minimum (CMEP) and the Constitutional Continuity Fund (FCC) to protect essential functions and the existential minimum against arbitrary interruption.
Separate institutions
The Assembly, Court of Audit, Independent Fiscal Council, Central Bank and Judiciary perform different roles.
How it works
The Fiscal Plan sets out revenue, expenditure, debt, risks and scenarios.
The Assembly deliberates on the budget and debt authorisations under the law.
The Treasury makes payments and conducts operations within its authorisations.
The Court of Audit, Independent Fiscal Council and judicial controls examine legality, sustainability and integrity.
Limits and what this page does not do
- A public fund does not become a parallel treasury.
- A monetary reserve is not fiscal revenue.
- Borrowing and monetary issuance are not structural revenue.
- GOV does not invent a budget, debt, revenue collection, fund balance or financial execution.
A person should be able to understand where spending authority comes from, who executes it, which risk remains on the public balance sheet and which institution oversees it — without confusing any of this with a Central Bank monetary balance.
