Public debt and guarantees
At a future constitutional stage, public debt may be created only with legal authorisation, transparency and a sustainability assessment. The proposed Constitution prohibits offering sovereignty or essential assets as collateral and requires guarantees, partnerships and equivalent obligations to appear in the fiscal-risk inventory.

No Candeian public debt is presented as issued at this stage. This page explains the limits, authorisations and controls for any future borrowing.
Currency and public finances will depend on the promulgated Constitution, the relevant organic laws, the establishment of institutions, technical controls and official data from the competent source. GOV remains the public layer; the person operates through Candeia OS and execution occurs in the competent modules of Sistema Candeia.
In brief
Law and transparency
Debt and guarantees require a legal basis and a record.
Horizon integrated into the fiscal plan
Maturities, interest, currency, concentration and refinancing are included in planning.
Essential functions protected
Essential functions and indispensable assets cannot be offered as ordinary collateral.
Orderly and reviewable
Fiscal insolvency does not authorise arbitrary cancellation or transfer of authority to a creditor.
How it works
Source, purpose, cost and risk must be demonstrated.
The impact enters the Medium-Term Fiscal Plan and the budget.
The instrument follows legal competence and limits.
Sustainability and procedural rights remain protected.
Limits and what this page does not do
- Foreign debt cannot be unilaterally rewritten by the Candeian Constitution outside the applicable jurisdiction.
- A guarantee cannot conceal off-balance-sheet financing.
- A legitimate credit claim does not disappear because an essential asset is protected from enforcement.
- The portal does not invent ratings, yields, creditors, issued amounts or auction calendars.
The architecture seeks to prevent two opposite abuses: concealing public liabilities and, at the other extreme, surrendering essential functions or institutional authority to creditors as a financial condition.
