Candeia separates the actors that decide monetary policy, execute cash management, authorise the budget, test sustainability and audit the accounts in order to prevent concentration of financial power. Cooperation is mandatory where necessary; merger of competences is not.

The proposal separates monetary policy, cash management, budgeting, oversight and audit. This architecture does not yet mean that every institution, report and control is operational.
When the financial institutions are established
Currency and public finances will depend on the promulgated Constitution, the relevant organic laws, the establishment of institutions, technical controls and official data from the competent source. GOV remains the public layer; the person operates through Candeia OS and execution occurs in the competent modules of Sistema Candeia.

Limits and what this page does not do
- An auditor does not set rates, issuance or the operational composition of the Central Bank's balance sheet.
- The Treasury does not direct financial supervision.
- PFRA does not determine monetary policy.
- No technical report replaces constitutional authorisation where such authorisation is required.
What this means for you
A trustworthy public financial system must allow audit without handing monetary decisions to the auditor — and allow independent monetary policy without creating a zone free from accountability.
