The Assembly has not yet been established.
These laws organise the internal life of the ecosystem; real-world effects remain subject to applicable law.
How an ordinary law is passed
Unless the Constitution provides otherwise, the deliberative quorum is an absolute majority of the members and an ordinary law is passed by a majority of the votes of those present. A vote does not turn an organic-law matter into an ordinary-law matter merely because the bill was given a different name.
Material reservation matters more than the label
If an ordinary provision intrudes into a matter constitutionally reserved to organic law, it is invalid to the extent of that intrusion. The legislative category follows the content and actual legal effect, not the label chosen by the author.
Who may introduce a bill
Representatives, committees, the Government and citizens may introduce bills under the Constitution and the future common organic law. Every bill must identify the constitutional basis of competence, the intended legislative category and any organic-law matter involved.
No actual bill has yet been published
Until the Assembly exists, lists of legal instruments needed by the project remain legal planning, not formally introduced bills, votes or enacted laws.
