Reinforced matters need genuine time for scrutiny
A reinforced-organic-law bill must have its text and impact report published for at least 30 days before the final vote, with public consultation and a meaningful opportunity for the opposition and affected institutions to comment. A late material amendment may reopen a 15- or 30-day period.
Urgency does not become a constitutional shortcut
Urgency requires a concrete public need and does not eliminate publicity, roll-call voting, constitutional review or quorum requirements. An expedited procedure may not be used for a reinforced organic law, a fundamental electoral change or structural redesign of an independent institution.
Passage does not mean making the rule effective instantly
Laws that create a new technical, economic or administrative duty must provide a reasonable vacatio legis, except where proportionate urgency justifies otherwise. A structural change may not use immediate entry into force to render preventive review pointless or create an irreversible fait accompli.
